After upgrading to the ~amd64 kdenlive (19.04.2), the Motion -> Speed effect is no longer available. I'm wondering if this has something to do with mlt needing a newer version frei0r-plugins to be compatible with new kdenlive.

Reproducible: Always

Steps to Reproduce:
1. Change keyword to ~amd46 and rebuild
2. Launch kdenlive
3. Navigate to Effects -> Motion -> Speed
Actual Results:  
Motion -> Speed effect is not available

Expected Results:  
Motion -> Speed effect is available

There is no newer release than frei0r-plugins-1.6.1 available.

Upstream told me to right click on clip and select 'Change Speed' - which I did.
