Given Net-SSLeay-1.880.0 is now in ::gentoo, this problem should go away. (Overlays are free to nuke their local bumps to ensure this dies)
IO-Socket-SSL 2.66.0 is now in ::gentoo as well, please see if that is adequate for superseding the ones in libressl.

Tested with dev-perl/Net-SSLeay-1.880.0 and dev-perl/IO-Socket-SSL-2.66.0. All tests successful.
