Confirmed with
/usr/portage/sci-libs/arpack$ GENTOO_MIRRORS="" ebuild arpack-3.1.5.ebuild fetch


The download for arpack-3.4.0.ebuild and arpack-3.5.0.ebuild is fine.

The official page (http://forge.scilab.org/index.php/p/arpack-ng/) has the following note:

Project maintained on: https://github.com/opencollab/arpack-ng

So it is safer probably to switch to github

this bug affects the stable version. Please fix asap, the fix is trivial

just tested it and it seems to be installing correctly now. So I believe that bug can be resolved.

I expected the fix within 2 days, not 2 years.
