As stated in http://forums.gentoo.org/viewtopic.php?t=221588&highlight=utf8 there is a UTF-8 and readline problems in bash-2.05b-r9

patches from suse linux. they are work well at least for me with tr_TR.UTF-8 locales :)
try bash-3.0-r6
try newer bash/readlines
i'll be test and write the situation on monday :)
