For a while now, I keep getting the following error:

So it seems the texlive-core prevents an update of freetype:

Version 2017-r4 resolve problem but has no keywords

I am having the same issue for weeks in all of my three gentoo installs:

~> sudo emerge --ask --update --deep --newuse --with-bdeps=y --changed-use @world 

These are the packages that would be merged, in order:

why hasn't texlive-core-2017-4 been unmasked?

Is there a problem with it?

Also, I think texlive-core-2018 has been released
so will this problem simple re-occur?

=app-text/texlive-core-2017-r4 runs without an issue here.

Same here.  I have been using =app-text/texlive-core-2017-r4 for some time by now and have not noticed any issue.
