For a weird reason, even if the ebuild contain MODULE_DEPENDS = proxy_html:xml2enc, i am not warned of the missing USE by portage. I seen it following all my apache updates on my servers failing with "invalid use flag combination".

Reproducible: Always

Steps to Reproduce:
1. APACHE2_MODULES="proxy_http -xml2enc" emerge -av apache
2.
3.
Actual Results:  
Failure to warn, failure to compile
