During the stabilization of r16, Philippe noticed that I accidentally broke a valid configuration back in r13. The new r19 provides end users a way to undo that change with both OpenRC and systemd, so please stabilize r19.

r19 also includes the openssl-1.1 patch (added in r17), which isn't all that well-tested, but fortune favors the bold.

We still need an arm stabilization, but please do -r20 instead (bug 649822).
