Has been in the tree for ages, functionally the same as the current stable revision, can be less confusing for users because it warns about the kernel having been configured with CONFIG_RT_GROUP_SCHED, and has been keyworded for arm64. I think it's time.

What's the rationale to newstable this on arm64 without any dep that needs it being stable? (I'd mark this stable when I newstable pulseaudio eventually, of course)
If pulseaudio isn't stable on arm64 we might as well leave rtkit unstable on that arch either.
