Please assign a GLEP number and move the initial content from [1]. It is still work-in-progress and will be subject to future changes but I think it's good enough for a first official draft. It's based on the long discussion in [2]. It covers the problem scope along with motivation, solution, rationale and backwards compatibility considerations. The enforcing algorithm is probably good enough as it is, and it seems that nobody has been opposed to restricting the syntax as proposed [3]. What will be subject to change: - a proper verification algorithm will be added in the future, - reference implementation will be completed. Ok, since this hasn't been done yet and the first version of verification algo is ready and tested, let's defer this until I update the GLEP.

For the record, this is now included in EAPI 7, so we'll probably go for voting on both simultaneously.
I think all updates were merged, and the GLEP is waiting for implementation now.
