Installing dev-libs/Ice-3.6.3 with the ruby USE flag installs the ruby objects and libraries in the root folder instead of where they should be

Reproducible: Always

Steps to Reproduce:
1. USE="ruby" emerge "=dev-libs/Ice-3.6.3"
2. ls /

this is part of dev-libs/Ice-3.6.3-r1, which is stable now
