I think something is borked on your tinderbox.  SSL_CONF_CTX is defined in <openssl/ssl.h> which is unconditionally included in stunnel's common.h.

Can you try the following to test your tinderbox:

printf "#include <openssl/ssl.h>\nint main() { SSL_CONF_CTX *cctx; }\n" > test.c
gcc -c test.c
g++ -c test.c

and see if you get any error message.

hH, should mention, this is my first tinderbox chroot image where I do test libressl with the same USE flags I do use for my server.

okay i see that now in your flags.  i just assumed you were using openssl since libressl is still in transition.  so maybe compare the tinderbox output for openssl vs libressl on a stable system and post these bugs as 

net-misc/stunnel-5.30: fails with dev-libs/libressl-2.2.7

if its not too much work hacking at your end.
