When MinimumVT is set to (for example) 7, and the system is shutdown, first KDE is closed and i see tty1 where the shutdown process starts, then when it comes to stopping sddm, it switches to tty7 and stays there for the rest of the shutdown process.  

Reproducible: Always

Steps to Reproduce:
1.Shutdown system with SDDM running
2.
3.
Actual Results:  
The system starts to shutdown normally, but swithces to tty7 after stopping SDDM

Expected Results:  
The system stays on tty1 during the whole shutdown process
