I have the same issue, downgrading to xorg-server-1.18.1 fixed it for me.
Same symptoms here, Haswell-ULT Integrated Graphics Controller (rev 0b), X uses 100% cpu (1 core) and consumes memory without end, heavy swapping.
Does this happen with both SNA and UXA?

If both are enabled then the driver will default to sna. You can force one method by having only one of the USE flags enabled, or putting AccelMethod "uxa" / "sna" in the Device section of xorg.conf

SNA should be much more performant for 2D RENDER acceleration, it just happens to hit various bugs often, as the code is much more complex. While UXA should be more stable, etc. That's why you are probably asked to test with UXA, to figure out if this is SNA specific or not. Ideally SNA would be used for best 2D performance, otherwise it might be even better to just use modesetting driver instead (part of xorg-server itself, would probably be used when no xf86-video-intel installed or configured in xorg.conf.d to use it) and get 2D accel via glamor instead (which is using 3D code paths for it instead of the 2D specific code in UXA or SNA)
The question whether this happens with sna and uxa is only for isolating the issue. It is not a suggestion to permanently switch to one or the other. If it happens only with sna then this might be a bug in xf86-video-intel that is just exposed by xorg-server-1.18.2 If it happens with both sna and uxa, then it is more likely that the problem is a regression in xorg-server.

Could someone use (temporarily) the x11 overlay with xorg-server-9999 to bisect the branch between 1.18.1 and .2 ? xorg-server-9999 uses the git-r3 eclass, which means you should be able to use make.conf variables such as XORG_SERVER_LIVE_COMMIT to build a specific hash.
I have the same issue, xorg-server-1.18.2, kde-plasma-5.19 and VGA compatible controller: Intel Corporation Broadwell-U Integrated Graphics (i915). It always happens when I click on an icon in the kde tray, the Xorg process uses 100% of one of the cpus, everything hangs for 20-30 seconds. Downgrade to xorg-server-1.18.1 resolves the issue.
It happens for both x11-drivers/xf86-video-intel 2.99.917_p20160224 and 2.99.917_p20160316
According to the upstream bug report, this is indeed an SNA related problem

xorg-server-1.18.3 and xf86-video-intel-2.99.917_p20160403 should fix the issues reported here. If you are still seeing freezes they are probably unrelated to the problem originally reported here, please open a new bug.
