Compiles fine here, and has no USE flags affecting build.

Perhaps try turning ccache and distcc off(don't forgot to lower value in MAKEOPTS)

Don't know why this happens. Try removing tetex from your system (make sure you rm -rf /usr/share/texmf after unmerging tetex) and reinstalling it again. If ptex is not the first tex distribution installed on your system (i.e. if you had installed tetex before ptex) there is known to be a nasty bug.

It works for me, so please try 3.13 if the
problem still persists.
