I mean your log indicated the *very previous* thing it did was install htmldoc, so I was looking for more details on "did installing htmldoc install the things it needed to" ( Because it was an easier problem than to make guesses about PATH handling )

That log indicates htmldoc built successfully. The date-stamp on this log you've now provided is much more recent ( because the "emerge history" log indicated that htmldoc was installed at "Mon Jan 18 04:41:38 2016", suggesting you've recently rebuilt htmldoc without the "bug condition" In short, in order to diagnose this bug: 1. A clean smoke must be started. 2. an attempt to install dev-perl/HTML-Doc must be triggered. 3. dev-perl/HTML-Doc must fail 4. And then the log of app-text/htmldoc must be attached to the bug without any additional builds. 5. And the contents of app-text/htmldoc's CONTENTS file confirming the lack of an htmldoc binary must be attached. If at #5 it is demonstrated that htmldoc *did* produce a binary, then its a question of working out why dev-perl/HTML-Doc can't see it. If at question #5 it is demonstrated that htmldoc did *not* produce a binary, then its a question as to why that happened, and being able to reproduce the exact conditions that trigger the failure reliably ( And at this point, it makes this bug a dupe of #549960 ) So far we keep getting wide gaps in our history between parts of fault diagnosis, which means we no longer have the environment that triggered the fault which makes the data about the fault invalid.
