I get the same error with dev-libs/kpathsea-6.2.1_p20150521.

I had the same error today.
To (temporarily) fix this, I executed the following command:
ln -s /usr/lib64/kpathsea/c-auto.h /usr/include/kpathsea
(As this is a header file I guess one can delete the softlink after compiling dvipng. This could prevent later emerge conflicts.)

The error message "configure: error: cannot find/use kpathsea/kpathsea.h" is a bit misleading. It really cannot find another file. The really relevant error is:
/usr/include/kpathsea/config.h:62:29: fatal error: kpathsea/c-auto.h: No such file or directory
 #include <kpathsea/c-auto.h>

I had a dev-libs/kpathsea-6.2.1_p20150521 (~amd64) from 07/16/2015. Re-installing kpathsea did not fix this issue.

No, dvipng-1.15 compiles without this problem (without the symlink).
