Add commit access to the forums repo (proj/forums.git) and shell on the forums boxes for Chiitoo.

Watch the commits of your recruit via gentoo-commits mailing list. Pending: - announcement Started a dialogue with other recruiters about the re-announcement thing. I feel like it may be a remnant from the times we still had Staffers and Developers. Will get back to it _if_ needed, after a joint decision is made by the recruiters.
