As per summary dev-ml/extlib missing dev-ml/cppo build dependency

Reproducible: Always

Steps to Reproduce:
1. emerge dev-ml/extlib
2. notice a build failure
3. emerge dev-ml/cppo
4. emerge dev-ml/extlib build successful
Actual Results:  
>>> Compiling source in /var/tmp/portage/dev-ml/extlib-1.7.0/work/ocaml-extlib-1.7.0 ...
make -j5 -j1 all 
cppo -D OCAML4  -D OCAML4_02  -D WITH_BYTES extBytes.mlpp -o extBytes.ml
make: cppo: Command not found
Makefile:50: recipe for target 'extBytes.ml' failed
make: *** [extBytes.ml] Error 127

Expected Results:  
dev-ml/extlib package have all dependencies set for a successful merge
