Are you sure we need to still show that elog message? I wonder how many people is still needing to migrate from old tetex and co. to texlive :/

OK, then, maybe this can be used as a starting point: https://wiki.gentoo.org/wiki/Project:TeX/Tex_Live_Migration_Guide It should probably be reduced a lot for dropping the instructions to come from tetex... in that case it could be renamed too for covering only the "Common problems" stuff :/, but that would be your call as you are the expert on tex :)
