Is the git-r3.eclass still being maintained? Is it experimental and it's use discouraged? That said, switching to git-2.eclass makes it work. It seems to be caused by 'test' directory for submodule not existing. I'll try to wrap up a patch today.

Could you please patch the eclass in the Gentoo tree? Building JTR is still broken here, unless I patch manually.
