That was intentional, because these settings cannot be done in a way compatible within apache 2.2 and 2.4. And it also makes sense imho: This will inherit the default settings from the server. Do you have a specific reason why you think these settings are needed?

Imagine you have only three config lines in your apache vhost conf, then you'll rely completely on 50_mailman.conf. In case of a minor update and a previously unchanged 50_mailman.conf file you are unexpectedly refused to enter the web gui of mailman. And not until you'll HUP apache there is not even a relation between the update of mailman and the lock.
Behavior is intentional, therefore closing.
