Please stabilize dev-java/icedtea:7 or add the actual blockers to this bug.

Bug 364495 might be of some relevance, but appears to be related to icedtea-6 not icedtea-7.  I wasn't sure whether to roll this into the same bug, so I'll let you guys decide...

I think a separate one for 7 is appropriate, as it has different dependencies, etc. To be honest, it probably should be stabilised before 6, as it can be built using gcj without IcedTea 6 and can be used to build 8.

bug 537940 only stabilized dev-java/icedtea-bin not dev-java/icedtea. So this bug should still be valid

No, we don't currently stabilize icedtea at all and vulnerable versions are cleared as soon as the bump happens. Admittedly icedtea-6.1.13.9 is actually vulnerable right now but I'm trying to damnedest to get rid of Java 6 altogether.
