Game itself is fine, but running editor:
$ openra-editor 
Cannot open assembly 'OpenRA.Editor.exe': No such file or directory.

[I] games-strategy/openra
     Available versions:  20120630 20130514-r1 20131223-r1 (~)20140608 20140722 (~)20141029 {cg tools}
     Installed versions:  20141029(04:28:01 PM 01/20/2015)(-tools)
     Homepage:            http://open-ra.org/
     Description:         A free RTS engine supporting games like Command & Conquer and Red Alert

So USE="-tools", so no editor this is correct, but to be honest I thing better to remove openra-editor releted files from system if -tools is set.

$ qlist openra | grep editor
