genkernel-next is unable to create initramfs image if plymouth was merged without libkms use flag

Reproducible: Always

Steps to Reproduce:
1. USE="-libkms" emerge plymouth
2. genkernel --plymouth initramfs
3.
Actual Results:  
* ERROR: Binary /usr/lib*/plymouth/renderers/drm.so could not be found



either:
- genkernel-next should require plymouth with libkms
- genkernel-next should handle missing /usr/lib*/plymouth/renderers/drm.so
