After emerge --sync when I want to update my system with emerge --update --deep @world I get message:

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

The following packages are causing rebuilds:

For my own needs I fix it with editing 48th line of /usr/portage/sys-apps/portage/portage-2.2.14.ebuild - "selinux? ( >=sys-libs/libselinux-2.0.94[python,${PYTHON_USEDEP}] )". Firstly I changed required version to something higher then 2.3-r1 and rebuild digest with ebuild portage-2.2.14.ebuild digest but still get some errors:

So I'm edited this line once more and it looks like this now: "selinux? ( >=sys-libs/libselinux-2.3.94 )". After that emerge --update --deep @world works as expected. This way I can update system after. I'm not sure if there is any impact on selinux.

libselinux-2.4_rc* are missing the dep on python3_4. 

_rc6 is released too so the best is to bump userspace to _rc6 and add fix python3_4 at the same time.

rc6 release is in the tree, PYTHON_COMPAT="python3_4" is added to libselinux and libsemanage.
