I ran into the same issue today. The patch I have attached seems to resolve the problem.
I have met with exactly the same problem. The etc-update is also affected.
I already pushed a patch to fix this, but didn't re-release. Seems there is no gitweb whatever available atm to link to the commit. Due to other problems, it seems better to mask 2.2.14_rc1.

I can confirm this issue. Patch works.
gcc-config doesn't work because of this. As a result any scons based build fails.
this works in 3.0.12-prefix
