Nicotine+ needs librsvg to work, but it's not pulling it as a dependency. I always have to emerge it by hand. Same thing. If you rebuild pygtk (or maybe nicotine+ itself?) after removing librsvg you should get my error (I got yours before that). To get the new version just emerge --sync. There isn't a version bump, it'll just start pulling in librsvg. You could also just install librsvg - the result is the same. Your bug is valid, so I'm changing the resolution back to FIXED.
