net-libs/libtorrent is missing a conditional dependency on dev-util/cppunit

I also took this as an opportunity to bump the EAPI.

Tests for 0.13.4 will fail to compile. However this has been addressed with the upstream so the next release will have passing tests.

I had forgotten about this issue. Rediscovered in 0.13.6 and fixed in commit 68094515e99d372640000f147c958f3e6470322c
