ngircd-21 was released late last year.  For me, it works just by renaming the ebuild.

On October 11 last year ngircd 22 was released.

Could we get this version in the tree?

Yeah sure, I just don't have any experience with the gentoo development process, so please excuse a few mistakes at first :)

Attached you find an ebuild for ngircd version 23.

Changes:

- Fixed spelling in the description
- Fixed SRC_URI to point to the http mirror as the ftp seems to have issues
- Added iconv USE-flag, as it appears as a prominent switch in ./configure output
- Added libressl USE-flag
- Properly handle USE='-ssl' case: use --without-openssl instead of --without-ssl
