I don't think this belongs in kde-misc, it doesn't seem to use KDE at all

There are no KDE dependencies.

Ok, but I don't know if in RDEPEND there are all dependences. I emerged krop on a full KDE.

Upstream doesn't say anything about KDE either, so I guess it can be used in any window manager.

the ebuild doesn't create a menu for launch it. Can you add it?
