Speechd implements /dev/speech, a FIFO hook to Festval, the text-to-speech
engine. This makes it possible to `echo "foo" > /dev/speech` and have the text
read aloud.

Tested personally with gcc 2.95, and have had positive results from others with
gcc 3.x.

Recomend placement into media-sound
