wmakerconf-2.8.1-r2 will NOT compile with GCC 3.1 (i have GCC 3.1-r7 installed)

checking for proplist.h... no
configure: error: Can't find PropList include-file: Please install libPropList
prior to wmakerconf.

The problem is that libPropList *IS* installed, and I even re-emerged it, no luck :(

I tried compiling it on another machine running Gentoo Linux with GCC 2.95.3-r7,
and it worked like a charm.

Updated wmakerconf to from 2.81. to 2.9.  This version does not depend on
libPropList as the latest WindowMaker also does not required libPropList.
