scripts for virtual ip in files-directory use /sbin/ip. ip was moved to /bin a long time ago, so these scripts (silently) fail. All versions are affected.

Maybe we should depend on sys-apps/iproute2 or set default mechanism to ifconfig in virtual ip scripts?

Steps to Reproduce:
1. emerge ucarp
2. setup ucarp
3. virtual IP will not be set
