Upgrading from texlive-basic-2012 to texlive-basic-2013 failed. The responsible error seems to be: ! Because of a circular dependency with texlive-basic I had to delete texlive-langgerman-2012 before the update. I had never changed these files manually, so I do not know why they survived the unmerging. Anyway deleting them solved the problem.
