Bug 4431 – dev-lang/R - help files not installed properly

Using emake to do a parallel build of dev-lang/R doesn't work for me, as the help files 
are built before the binaries needed to install them:

building all R object docs (text, HTML, LaTeX, examples)
/bin/sh: ../../bin/R: No such file or directory
/bin/sh: ../../library/base/CONTENTS: No such file or directory
/bin/sh: ../../bin/R: No such file or directory
/bin/sh: ../../library/ctest/CONTENTS: No such file or directory
/bin/sh: ../../bin/R: No such file or directory
/bin/sh: ../../library/eda/CONTENTS: No such file or directory
/bin/sh: ../../bin/R: No such file or directory

Here is an updated ebuild, which also uses the newest version of R, 1.5.1, and a patch 
to fix tcl/tk for 1.5.1. I have already submitted a previous version of this ebuild under 
bug #1716, but it seemed to be ignored. Anyway, use this version instead.
