I try to explain better:

Is know that is not possible to attach a file major that 1000kb, so, if you create a bug and attach a file major that 1000kb before submit a bug, you will not see any error or advise and your file results not attached.

For me there are 2 solution at this problem:

1)See an error message like: you can't submit a bug with attachment major than 1000 kb, please retry with bzipped attachment

2)Your bug was submitted without attachment because is major than 1000 kb.

In some cases, like bug 375373, I submit a bug but i didn't see any error about attached file that was really not attached.

Imho, for me, if there isn't much work, the first solution is the better.
