The new bugzie provides a nice duplicate search when writing the summary of a new bug. It would be great if a similar search could appear when reassigning a bug from bug-wranglers@ or be accessible there in a fast way.

this patch seems to work on my local instance, but i can't tell 100% -- whenever i search for duplicates, my local instance returns no results. it does that for the create & edit page though, not just the edit page (with my change here).
the change is live, but doesn't seem to work -- the duplicate form stays static with "no duplicates found". i'll need to debug on bugstest to see why it fails there even though it works locally.
