After installing perl 5.10.1, all perl module ebuilds install to the root directory:

$ ls /
Test  YAML.pm  boot  etc   lib         media  opt   root  sys  usr  your
YAML  bin      dev   home  lost+found  mnt    proc  sbin  tmp  var

Besides making a mess of root, perl cannot find the installed modules, because they're not in @INC. Reinstalling a 5.8-series perl did not fix it.

Steps to Reproduce:
1. emerge yaml
2. Module ends up in /

Actual Results:

Did you run perl-cleaner after perl update ?

Would PORTAGE_CONFIGROOT="/" be related?  Bug 210047
