As per the summary, sys-apps/net-tools doesn't install an init.d (and corresponding conf.d) files for /usr/sbin/rarpd. For expediency, you can probably steal the ones from the old net-misc/rarpd package <http://viewcvs.gentoo.org/viewcvs.py/gentoo-x86/net-misc/rarpd/files/?hideattic=0>.
Would be a very good idea *not* to use that init script actuallym as it doesn't use s-s-d (and that's bad because it does not abides to PAM-imposed system limits to begin with).
Since I find myself in the situation of actually needing something along these lines I'll be working on it later on today, hopefully.
