It seems like a slightly-more-accepted norm for directories with the same name as a file, is to add a ".d" suffix.  Personally, having portage understand "/etc/portage/package.keywords" as either a file OR a directory is slightly confusing.

It would be nice to transition to something like "/etc/portage/package.keywords.d/" for directories, which is much more obvious to the user that a system uses a directory, instead of a file, for this function.
