We have a plug-in for ladspa,

--disable-ladspa             disable ladspa: ladspa                         

But we are missing the plug-in for lv2, the successor of ladspa,

--disable-lv2                disable lv2: lv2

media-libs/lv2 is now in the tree :)

Curious what you need it for?
All dependencies of gstreamer plugins need to support multilib for being able to properly support the plugin on multilib profiles, due to gstreamer eclass not having logic to NOT do multilib and not doing multilib for all plugins not being ideal anyways. So yes, there is lv2, but I don't see it supporting multilib, so still some dependency work to do.

I think this is needed for gst for things like pulseeffects

Exciter (LV2 Exciter from Calf Studio)
Bass Enhancer (LV2 Bass Enhancer from Calf Studio)
Maximizer (Ladspa MAximizer from ZamAudio)

I do have calf installed (just bumped it to 0.90.0 as well).  I'm not sure what to do about zamaudio, but one step at a time.
