I have same problem as in bug 210089, but revdep-rebuilds can not help me. 
From previous tests i unmerge smpeg and now revdep-rebuild try first compile smpeg again... and end with this bug again...

Check the config.log.
(my guess - you need to read libxcb upgrade guide)

I was upgrade libxcb according guide in eselect news.
I attach to config.log, but i dont see any bad (except "configure:16286: error: *** SDL version 1.2.0 not found!" ), but i dont have any experience with reading compilations logs.

As the error is:
./configure: line 16170: 10074 Segmentation fault      ./conftest$ac_exeext

I'm changing my guess to:
"sanitize your CFLAGS", though this may be another miss.

Then again, I don't think there's a sane reason for that
check to segfault.

I did test turn off all CFLAGS (except -march=pentium4 ) and is still same, not help it me :-(.

Can you post a build log from a build attempt with safe CFLAGS? If it really segfaults in the same place, then it sounds like your toolchain is sort of sick -- that is a really simple program that has no business segfaulting. If that's the case, might need to rebuild your toolchain with more conservative CFLAGS.

I give new log. Reduced CFLAGS="-O2 -march=pentium4", but loog look very similar.

Ok how about running that failed program under gdb to see where it segfaults.

* paste the program from the log into a new file "conftest.c"

* compile it using same options
i486-pc-linux-gnu-gcc -o conftest -O2 -march=pentium4 -I/usr/include/SDL -D_GNU_SOURCE=1 -D_REENTRANT  -Wl,-O1 conftest.c  -lSDL -lpthread

* run under gdb
gdb ./conftest
gdb> run
gdb> info stack
