After the release candidate cycle WeeChat 0.3.0 has finally been released.

Along with the 0.3.0 release a new website in a new url has also been released http://www.weechat.org/

The new configuration files (*.conf) are not compatible with old files (*.rc) 
and there is no conversion tool.

So is this the reason why 0.3 is still not in portage? Surely there must be a precedent on what to do when config files break with an upgrade.

Added to main tree.
Note that it is non-maintainer commit cause i stopped using weechat 3/4 year ago. So if you USE it and want it, take its maintainership.
