After running bootstrap.sh , emerge system is pulling xfree and tk down.  I 
am using 100% stock setup except for setting compiler flags in make.conf 
(i.e. I didn't mofidy any USE settings).

I can provide any other details as needed.

python has support for tcltk, tcltk in turn enables tk, which is a X toolkit.

Is this correct behaviour?  I seem to rmeember discussions on the lists about
this not being correct behaviour (why I reported it).  Also would be nice to
have a bare system without having to re-invent the wheel.  I rarely install
xfree on anything except a workstation.

It is correct behaviour.  If you are not intending to have X on the system, then
you NEED to adjust the USE settings.  Please see
http://www.gentoo.org/doc/use-howto.html for a description on how to use the USE
system.
