After emerging KDE 4.1.3, serious problems occurred:

1. the KDM sessions manager fails to start KDE regardless of what session was chosen. All choices resulted in a single xterm being started.

2. KDE does not respect UTF8 settings

Reproducible: Always

Actual Results:  
It doesn't work.

Expected Results:  
It works.

Please review https://bugs.gentoo.org/page.cgi?id=fields.html#bug_severity before marking a bug critical. You might also want to read http://www.gentoo.org/doc/en/bugzilla-howto.xml

Don't open up a bug under a general description of "completely non-functional" as that doesn't describe in any way the problems you're facing. Furthermore, the 2 issues you raise are totally unrelated.

1. This seems to be caused by a missing XSESSION or by some config issue. What sessions are available on kdm? Please provide detailed logs of the /var/log/Xorg.0.log and ~/.xsession-errors

2. What do you mean? Did you configure the keyboard in "System Settings"?

Same problem. After I type in opened xterm startkde, the splash screen is appeared and then X server is killed. The ~/.xsession-errors is empty.

I had the same problem as you and it was caused by using the nv driver instead of nvidia. To solve it you have to change /etc/X11/xorg.conf.
Where it says
Driver     "nv"
Put
Driver     "nvidia"

If this is your problem then it's a different bug.

I have already set driver to `nvidia` in xorg.conf. Also `eselect opengl list` is saying that the system is using nvidia opengl interface. So I believe this problem is not related to nvidia drivers.

As a solution to this problem KDE can be emerged with 'kdeprefix' use flag.

Sorry, that is not a solution to this problem.
If you ever want to change from -kdeprefix to +kdeprefix or vice-versa, read *very* carefully the KDE4 Guide[1].
