I emerge freeradius-2.1.1 with postgresql (with use flag postgres)!
It finish, but missing rlm_sql_postgresql!!
There is a silent warning:

checking for libpq-fe.h... yes -- #It was the first problem--SOLVED!!
checking for PQconnectdb in -lpq... no --# It is the PROBLEM!!!!
configure: WARNING: silently not building rlm_sql_postgresql.
configure: WARNING: FAILURE: rlm_sql_postgresql requires:  libpq.


Problem: freeradius needs PQconnectdb
This file doesn't exist!

Reproducible: Always

Steps to Reproduce:
1.Emerge -tv freeradius
2.
3.

Actual Results:  
checking for libpq-fe.h... yes
