I propose a new ebuild to be added to portage for sci-libs/libkml-0.4.0.  This library provides a c++ interface for writing kml documents.  Please see the attached ebuild and consider it for addition to portage.

libkml-1.2.0 has been released in the meantime.

sci-libs/gdal can supposedly make use of libkml

In the meantime the project moved to https://github.com/libkml/libkml
