The ebuild throws a warning that you have to build ncurses with unicode support, if you want it. Did you miss that or is there some other issue?

Perhaps you need to install the appropriate fonts supporting Cyrillic script, or set your console to use those.
Grepping make.conf doesn't mean anything. It doesn't imply you had this use flags set, when you did build ncurses. Also there are so many ways use flags can be set, unset, forced or masked via profile, ebuild or locally. Does the output of `emerge sys-libs/ncurses -pv` match?
