I think I stopped it once in the middle of the ebuild. But it should still be able to 
install itself. I do that quite often (stopping packages in the middle of their build) 
and never had any problem.

Steps to Reproduce:
1. emerge nmap 
2. stop in the middle of the emerge 
3. emerge again 
Actual Results:  
installation can not be performed.

Try removing the tmp files. It happened to me once. (rm -rf /var/tmp/portage/nmap-3.27) After that emerge again.

how did you 'resume' ?  `emerge` or `ebuild` ?
