'emerge dev-lang/tk-8.3.3' fails to find dev-lang/tcl-8.3.3.  most likely,
dev-lang/tk-8.3.3's package needs to be modified to look for the latest version
of dev-lang/tcl-8.3.3 (in this case, dev-lang/tcl-8.3.3-r1), assuming of course
that the two versions are compatible.

it has been modified a while ago.  please emerge --clean rsync and also rm
/var/cache/edb/dep/*
